Just a quick update on Anti-Idling Policies:

CPS does have an anti-idling policy (Policy 8405) that limits bus idling to no more than five (5) minutes in school loading zones, as required by Ohio Law. 

First Student, the current yellow school bus service provider for CPS, also has an anti-idling policy, which is a national policy (since they provide service across the US).  Their policy limits bus idling to three (3) minutes in school loading zones!
