Currently, Peoria voters elect five district council members with a one person one vote system and five city wide at-large council members through a cumulative voting system, which allows a voter to give all five votes to one candidate or equal portions of five votes to two or more candidates (i.e., 2.5 to two, 1.67 to three, 1.25 to four) The cumulative voting system was adopted by the Peoria City Council in 1990 as the settlement in a civil rights vote dilution lawsuit filed in federal court.
